In November 2004,
California voters passed Proposition 63, the Mental Health
Services Act (MHSA). The MHSA brings an unprecedented opportunity
to fund a public mental health system that strives to meet
the needs of children, adults and older adults with serious
mental illness and reduce the long-term adverse impacts resulting
from the illness.
PUBLIC
COMMENT NEEDED!
To access Mental
Health Services Act funds, counties must develop a three-year
Community Services and Supports (CSS) Plan. The State
Department of Mental Health requires that this plan focus
on people of all ages who have the most severe and persistent
mental illnesses or serious emotional disturbances with the
goals of expanding access, decreasing institutionalization,
and promoting wellness.
From January to
September 2005, San Luis Obispo County Behavioral Health Services
engaged in an extensive community planning process with more
than 2,400 consumer, family member, provider and other community
stakeholders to assess critical needs, prioritize best use
of the MHSA resources, and guide the development of the CSS
Plan.
